I am controlling a number of output channels of an IPS32 via CANbus.  I would like to have output channel values persist over power cycles.  In other words, if a channel is active when I remove power from an IPS32, then I would like that channel to be active when I apply power to the IPS32.  On the other hand, if the channel is inactive when I remove power from an IPS32, then I would like the channel to be inactive when I apply power to the IPS32.

Of course, I still need to control the output channels via CANbus after the persistent output channel value is set.

I understand from the toolset documentation that one can use Latched Channels to perform this task.  

Would someone please provide me with an example of how one would utilize Latched Channels to have channel values persist over power cycles while retaining the ability to control the channel via CANbus?

Sounds like you would have to generate system states and then tie those to a latching channel. 
Maybe an example of what you are trying to achieve would be good.

What I am trying to accomplish is to latch an output channel's state and then use that latched channel to set the output channel when the IPS32 powers up after a power cycle.  Next, after the IPS32 is powered up and is in communication (via CANbus) with a computer, the computer would begin controlling the output channel.
